There are players with same characters but different styles (Fumi Nine and Monster Nine, Kamikaze Naoto and Kakyun Naoto) and the characters Drives and toolset provide different ways for the players to express themselves in how to use them. Stop talking out of your ass.
Except BB doesn't have bad throws. They are made even better with the ability to combo off of them to reward you for successfully landing them. You see a lot of players successfully landing throws even in mid level matches. Once again, it seems like all your complaints boil down to your personal experience of having a hard time landing throws in BB. That's your problem.

To be fair, you have to have a very high IQ to understand Guilty Gear. The footsies are extremely subtle, and without a solid grasp of theoretical physics most of the spacing will go over a typical players head.
