Its kind of a toss up, because there is a lot of conflicting information regarding the strength of the JK. He is clearly near god mode, but the kotet/kotfe writer hall hood states that the JK actually fucked up the emp on dromund kaas and not just the hand/voice whatever. If that is the case, JK by far. If not, they are really close.

The real question is, Nox or JK. Nox is practically immortal because lmaoghosts, and the JK mouth fucked the emperor on kaas. I think it would be a sidious type fight like in kotor2 where you had to be strong enough to kill him so many times.
