Yes. small x small is better than big x big. This is why Tiamat Bolt Omegas are some of the best weapons in the game but Colossus Katana Omegas are garbage, because small emnity x small attack is better than big emnity by a considerable margin.
The HP also allows Light to not run garbage weapons like Bhuj in order to get HP in order to run high level content.
