My guess is that the self hp regen is a hidden HoT mercy gets after she doesn't take damage for 1 second and stays in her for a minimum amount of time and doesn't stop when she reaches full hp.

It's not like she's taking reduced damage, what's happening is that she's healing right when she took damage so it looks like she took less dmg.

That's not how that works though. If your HP reaches 0, you die. You can't heal when you're dead, and healing at full health does nothing. I refuse to believe that healing can take such priority over removing ALL of your health instantaneously in such a way that it prevents a deathblow. What I believe is happening here, is that her health regeneration overheals her, giving her some extra health that nobody can see due to remnants of old code. That's why she's able to survive High Noon, Rocket Punch and the combination of Steel Trap and Concussion Mine. Not to mention High Noon is coded to charge up damage equal to the target's maximum health, so versus a Mercy it will always deal 200 damage at maximum.

The here is latency, the game probably registered your death but at the same time self regen registered +2 hp on you so the server enters in conflict and leaves mercy alive.
The exact opposite happens on d.va where you can heal d.va mech even after she gets demeched.
