It was the other way around the Republic at most only ever had 20,000 volunteers in it at any one time and these were mostly regular people rather than military men. However for the nationalists Italy had about 50,000 military men serving.
In addition to this the western powers blocked the sale of arms and munitions to the Republic meaning that the Government of Spain literally could not buy weapons other than from the Soviets as well as arresting anyone caught trying to enter the republic to fight.
Then to make things even better for the nationalists British special forces flew Franco from the Canary Islands to Spain when the Spanish Navy revolted so that he wouldn't be trapped there.
