Fun tip: you don't have to build Sothe like a glass-cannon. His offensive stats are good enough to build around being defensive and bulky while still being able to one-shot alot of strong units in current arena rotation due to his amazing prf. Remember sky if the limit, build him in any way you want because he's just a solid unit all around and can fulfill multiple roles.

Gronnraven, Glimmer, TA and you're set. Vantage if you want to kill both Lyn and Reinhardt on the same team, G Tomebreaker, Axebreaker, or Quick Riposte if you would rather kill certain other units.

Glimmer is better with TA since the percentage scaled damage is better. There's examples floating around of TA Camilla losing to Nowi if you use Moonbow over Glimmer.

How should I build him?

He can do most tomes rather well, it really depends on how you want to use him with your team. You already have Bouquet, so I think you're fine with the current skill line-up. I am using Owl+ myself though, yes, with +def refinement ready for when he gets enough SP (going to use him to grind it up in TT).

I have 2 Bride Caedas and one of them rotting in my barracks. Is Oliver legit good with her Bouquet?

I liked Atlas a lot. Endearing VA and personality, funny stat growths. Shame he's a wood chopper who can't even use a Splitting Axe. I wanted him in FEH as an all Atk/Spd/HP axe user with Defiant Atk/Vengeance and a Prf axe that ignores forest tiles for him and nearby allies. I'd vote for him on CYL2 for what it's worth.

Refined Flowers has a great effect. Makes him even more of a res tank

His base kit is pretty solid, and that IV is optimal. Maybe give him an offensive special and switch out Shield Pulse if its gimmick isn't to your liking.

He's not that good actually, but that's a pretty optimal IV.

You could just build him like any other sword infantry until the day comes that you need Shield Pulse fodder.
