I really didn't enjoy my first run of rb2, after rb1, the lack of good jokes (in comparison) and overall the same game. I don't even remember why/how I manage to start RB3 but it became my favorite. I made a second run after someone on the discord tell me to and I finally enjoyed it. So rather than skipping it, I'd suggest to take a break (but Neps are more addicting than cigarettes and alcohol so it may be hard).
Or start it knowing that there's good chances you won't be able to enjoy it.

Not the guy you replied to, but RB2 is my favorite of the 3 since it does a fantastic job at building tension and setting the stakes (it doesn't get any more high stake than the heroes of the game getting bodied and held hostage for 3 years).
But I can see how it wouldn't click with some. From having a much darker time to having the lovable and funny face of the franchise replaced by a more meek character.
