You can compare coloxcolo and shivaxcolo by adding their best grid to enmity graph and you can then see how it depends on your hp.

It's too easy to activate, and most fights don't do enough damage to make it actually dangerous. But the real problem is that it's multiplicative with other modifiers, so instead of your damage being normal x magna x unknown, it's normal x normal enmity x magna x magna enmity x unknown (x unknown enmity, if that ever becomes a thing).
