Frieza is obviously betting on being the last-man standing for his universe so he can wish to become all powerful.
Once Gohan and 17 are out it's only Goku, Vegeta and Jiren remaining and he bets on his chance to knock those three out at the same time or watch them knock eachother out.
It's all pretty obvious.
