Depends. Scotland Yard is the British one, and they just created a new CTU so that could be neat. I actually wouldn't mind if it was a detective-looking type with tac gear thrown on. Being a law-enforcement agency and Brits not having a female yet, expect a female here.
The American one we already know is Delta, so as long as they don't fuck it up it should be good.
Ruskie one is probably going to suck because they are almost assuredly going to be female for the same reason as the Brit operator, but a female wouldn't fit into proper Spetsnaz and anything else would be literal who LEO as you said. Rook is never a bad pick. Sure certain strats/rooms call for certain operators but you can never go wrong with Rook. A good gun with an acog. A gadget that everyone benefits from but is not tied to a location. i.e. Mira windows. Anyone can benefit from them but you have to be where they are. Rook's plates always follow you around. If a headshot does not kill your ally, they can survive engagements more easily.
