You mean the allied race NPC's?
They only unlocked once you've recruited a race and that won't be till pre purchase happens.It's pretty cool. The idea is as the expansion goes on each allied race gets an emissary/ambassador to join the war room and NPC's in the embassy area of each faction outside. Basically phasing.
Blizz have said as the expansion goes on more allied races will come along with an additional slot to create one. So we could be looking at 8-10 allied races overall from the expansion.

Currently inside are the faction leaders discussing post argus and recruiting new allies to bolster the depleted forces. We can actually click the banners but can't start the recruitment chain yet obviously.
