Probably because the devs assumed Germany will be in a war most of the time and the war flag was the most fitting.
Integrating a mod in another mod is much easier than making a mod. You just need knowledge of both mods and basic modding skills. Probably will cause some bugs with the AI but colonisation is broken anyways.
I would do it if I hadn't uninstalled the game. And had free time to play these games.

The Toska submod has rape in it, of prisoners and after conquering a holding if I remember correctly. Not sure how compatible it is with the current DWR, since that one got a few updates recently.
