She's great in certain comps. She can greatly buff busterchad's damage and is excellent vs other servants. She can shine on stall teams as well since her NP is a big heal and debuff all in one plus she can buff her own damage whenever needed to help burst down enemies.

Until we get Merlin the best combo in the game is actually Waver - Horta / Cu Alter - Nightingale
Even after we get Merlin you can swap her for either Merlin / Waver. She provides way more health, and using her NP right before a foe's NP will let you tank it (reduces their attack by 50% + reduces their NP by 50%), That coupled with a Waver defense buff and there's very few NPs that will break through the wall you setup

Only if you already have a Tamamo + Jeanne really, because she's better than Tamamo + Jeanne + Waver/Jeanne since you'll complete content in 50 turns instead of 200
Her main purpose is definitely an offensive support for busters though, which is uncommon.
