We get the rate ups about 2 years after BUT 3 weeks EARLIER than they occurred in Japan, so as a more general rule subtract about 3 weeks from any given event to approximate when it'll start for us.

Spartacus isn't gonna fare much better probably. Kiyos problem is exceptionally low attack. She does have fairly good hp though. To make Kiyo work outside of her np, you need to bolster her attack somehow.
