An active artist works on things, so you know they're not getting rusty and that your commission will actually be done.

You're able to much more clearly tell the current ability and quality of an artist if they are active. If they drew something last week and last month that was good, it's likely that you'll also get something good. But if it's been multiple years, then it's a tossup as to whether they will still have that same quality.
Drawing is like any skill and it can be lost over time without practice.
