Generally Saul is better than Clarine due to a better Mag growth and Staff rank, if you're on Normal (which you should be if it's your first time) it doesn't matter a huge amount though.

Generally you should only bother raising one because you get other better staffers than either of them (Niime, Yodel) later on.

It's weird how they say "anniversary" for the orbs but not for the banner, but the timing makes sense.
