No, it means half the chance of getting either one. It's still 1% chance to get a 5*. You're just looking at the ~65% chance of getting a rate-up if you get the 5*, and then that's split in half between the two servants on rate up.

So you're looking at something like 0.35% Nero Bride, 0.35% Tamamo (or whoever), and 0.3% for any other 5* servant.
