You buy special ores from Milsy in the tavern in exchange for horn coins.
You then fuse two pieces of armor together in the lab for a variable ore cost. The rarity of the armor depends the ore cost.
One armor for the base stats and the other for appearance. You need to advance the new village to unlock your mogs. You can unfuse anytime you like for no extra cost.

It does if you have the last update. If you don't then the DLC/event armors aren't allowed to be mogged until you get the last update.

If I remember right you gradually unlock the ability to transmog each piece as you go up in G-Rank, but you have to use Burnt Shells to unlock all five options at the ship lab (where it's also done), and another two for Palicoes. By the time you beat the Mantis you'll get them all, and you use your horn coins to buy various transmog ores from Milsy. It takes like 17 per piece if you are doing full Mantis.

You can't transmog deviant equipment until you clear their respective super hunt.

The last one we got that really fit this bill was Alatreon, and that was back in Tri
