No that heavily depends on your picks and the match up. But in general if you have an ADC that doesn't cooperate all you can do is sit there and try to keep them alive. "Controlling" bot lane while you're basically 1v2 is impossible. And that's not to say there aren't an equal amount of bad supports out there just that it takes two to tango.
