Zandalari never took pandas as slaves. The big difference between the Empire of Zandalar and the Empire of the Mogu is the former used slaves of their own people, and the latter never worked themselves and used slaves of other people’s (including Zandalari trolls).

You don’t have to have exalted on the correct faction. As long as you have exalted on a character it SHOULD count towards requirements.
You do still need a Horde at 110 to do the recruitment scenarios

you have to level the new race to max, get it exalted before you can make that race

Use your boost from the expansion on a horde, problem solved

I'm just going to use the free boost for that but I don't know if you need that in your main faction
