why is there a leadbelcher in the OP

I'll try net/casket (I was using screaming skull and it had less range than waywatchers, probably from lord buffs) but horsemen do not work. They have worse melee stats than Waywatchers (hilariously) and when they fall back to cycle charge they get torn to pieces the moment they are far enough away to take ranged fire again. That one volly generally takes 70% of their health and they they crumble.
Net + Scorpion might work, but if they focus the scorpion at all (lucky bots are dumb) it will melt in seconds since they have AP.

At what difficulty AI doesn't get cheating stats? Like no bonus to income or public order

Khalida is the archery faction, Arkhan is a good duelist / lord sniper, Settra is the all rounder, and I haven't played Khatep but he gets an artillery mount. Some of the Dynasty research lords give bonuses to specific units. Lahmashizzah for example has better ushabti so I gave him an army with them.
Also you can research heralds to give buffs to your whole army on a per lord basis

What are some natural, long-term allies for the skaven in ME? I played the Vortex campaign and managed to get a trade agreement with one of the lizardmen factions but after a while everyone except your own race hates your guts.

You have to play games against folks with few allies. And if they happen to have an enemy, raid/break contracts/agent action/fight against their enemy for a while and they will offer up the world.
