Ouryuken has a full 50 attack less than Ouryumon, and that's without taking Ouryumon's SS into account. Ouryumon hits harder. Overall +10% damage probably evens out to more damage than +10% attack, but that's also assuming you're playing like an idiot and not putting Ouryumon in a CRIT team where it can really shine
