don't listen to user, user. Most of those spells don't seem worth it because they aren't bubbles, but they're cheap and do good shit. Incantation of vengeance is particularly good because of the slowing effect. Righteous Smiting does wonders on any archer unit that has halfway decent buffs from your lord or levels. Protection is great for your constructs because they are such big targets most of the time. Get the horse when you can too.

it depends on whether you are using the chariot as a mobility platform or are going to be using them in combat - in general yes

Also, remember that upkeep reduction only stacks ADDITIVELY with Supply Lines, so it gets a lot less impressive late game.
