It's literally a criminal label and a different menu. You either pick a ship from a menu and buy it, or steal a ship and take it to a fence and pay the same fee as you would for a new ship. That's all there is to it. That can't be exploited, and it's obviously way more trouble to steal an intact ship than pick it from a menu for the same cost.

It really wouldn't break the economy. We know in addition to continual premiums, you have to pay a deductible to claim a ship replacement. As long as the new hull ID and deductible equal the cost of the ship, there's no exploit, no free money, and pirates can pocket the deductible money as profit.
