I make it a point to level all my CEs up to Lv.20, just because. That's the max level before you start limit breaking. Past that, you can get a bunch of random Lv.20 CEs together to EXP-bomb ones higher than that.

Stuff in F/GO either resets at 7PM EST (about 2.5 hours ago) or at 12AM EST (about 2.5 hours from now). I think the gacha is on the 7PM timer, but I'm not sure about that.
