The reason for that is because the game doesn't stop rendering your viewpoint, it just layers the menu over the top of it and takes mouselook away. That's the same for all in-game menus including the map.
So all the time you're in a menu the game is still drawing the scene and doing all the other background work too.
Oh so that's probably because they are using some outside of the engine stuff for that.
