No, that's not how it works. Hitting cap with an element means using nothing but regular buffs and debuffs to hit the damage cap consistently with all character on the front line with auto attacks due to a strong weapon pool.

Yeah, but have a lot of patience. The game is about making slow progress over time, as long as you like seeing gradual progress MMO style you'll be fine.

It's pretty fun. If you enjoy turn based rpgs and grinding autistically, you'll love it. There are plenty of guides around that are still valid for the basic shit. Go take a look at the characters for each element first. If you like someone you can look further into it.
