Watcher is already observing the city, while Icarus, Asclepius and a "Captain" shadows take turn speaking to Signa and say he will become the Lancer once he wins all trials. They do give him a lot of information though.

I'm thinking his identity is the greek Oracle, since he's be the only entity somehow tied to multiple legends and could have gotten knowledge of Icarus and Asclepius. Either that or whoever wrote their legends down.
