anything under -5 is gonna cause you problems, but elemental resistances are always an afterthought to physical defense and armor skills
right now the biggest problem is negative thunder res, since Tobi and Kirin both do fucktons of thunder damage, but Tobi has really good weapons and Kirin is required for some charms and weapons. Negative dragon res on stuff like Rath armor isn't going to be an issue until Jho gets added in Spring, since afaik the only other monster that does Dragon damage is Xeno.

He drops lots of slinger ammo. Pick that up and save it for when he flies; specifically the Bomb Pods. When he flies, fire a bomb pod at him. He'll go into a lengthy stagger animation.

The biggest jump in damage multiplier is Green -> Blue, so your primary focus should be getting Blue sharpness. White is a weaker bonus and even though it's not in this game, Purple has been nerfed hard in the past few games to not even be worth it.
