Many RPGs are hard at first because you have no items, no weapons, no real skills, and are very limited in resources. Then as the game goes on you get overpowered weapons and skills and bottomless resources. At the start you run out of MP in a few turns, by the end you never stop casting the best spells.

Not having this power creep while also making combat not overwhelming is really hard.
