Stop synth production. We've grossly mishandled things. We need to take some time off to decide what direction we want to take the synth program. If we want slaves to mine tunnels for us, then we should focus on making really good robots who just follow programming and we don't need to worry about them rebelling. If we want to create human-like entities with thoughts and emotions, then we need to rethink our treatment of them, and come up with a way to integrate them into our organization. But the system we have now, of making the ones with thoughts and emotions but then treating them like protectrons anyway, isn't working out. Morally, because it's abusive to them, or practically because they rebel and kill us all as seen in the Railroad questline.

Stop the proxy war on the wastelanders. Because I would stop the abusive treatment of synths, we suddenly have an entire bureau out of a job. The SRB need not exist if synths don't want to escape since we're nice, and are allowed to leave if they so choose. So, the resources and personnel (kid) of the SRB can be redirected towards trimming the super mutants we sent after the wastelanders. Coursers would be really good at killing a few mutants at night before they get organized for a fight, and then just disappearing. Do this enough and you'll disrupt the super mutant population.

Stop the gen1 death squads. If part of the reason they cannibalize settlements is for resources for self-repair functions, then....simply don't do that. Decommission that group or bring them back to the Toot or whatever.
