Trying to import a mothman model, had to rip directly from the game and convert it from .nif. Now it has these weird bones and various other oddities. I don't know how to do any of this, please advise

How does one make an animation override for a hand gesture that's not 2 keyframes long? My animations have this glitchy effect where it plays sometimes, doesn't play sometimes, and the hand changes poses slowly.
