You start at "neutral", the 200 bog standard honor 2 bab. Every "checkpoint" is technically 25 honor. so, 225, check point 1, 250 2, 275 3. You hit 300 honor and your honor levels up. Now, you could already be at 300 honor but because riot waits to "unlock" that level you'll get it immediately when it becomes available, like they did when the introduced honor. They usually unlock the next rank every week so it's just gated because it doesn't really do anything.
