Thing is he's perfectly willing to resort to tyranny if there's something standing in his way. He may not prefer it, at least most of the time, but he does have a track record of fucking people over when push comes to shove. When he first rolled out the Securitrons from Lucky 38, he basically butchered anyone who wouldn't submit or leave the Strip. Something he never mentions, but various NPCs do. Additionally there's one ending for the Kings where he'll just murder them to punish them for making peace with the NCR.

Another thing is his ego. While maybe not particularly fragile, it's pretty massive. It's what ultimately convinced me to not trust him.
