At the end-game phase, they can afford to do so. GW characters aren't exactly easy to obtain, you know that right? Players still have to stick around for a while to get them, on top of working towards their 5* and their grid, etc.

Summer Beatrix is a hyper-limited and Fire's best attacker in long term content. Summer Zooey is Summer Zooey. Summer Heles is a strong spear user in Light. Lucio is the best Light character bar Song and his only problem is the lack of Ultima synergy. Ayer used to be a limited. DAO will be core after her rework. Lecia is tied with Lennah for being the best UbahaHL support for the GWs. Sheep is now phenomenal. The list goes on.
