Yeah I know that much, we saw Balmung and Babbage's NP's go up to EX, but i'm unsure if that's a "rank up" in the term of raising your stats by a rank or a "rank-up in terms of your NP is a higher rank. Maybe there is a distinction, maybe not.
I'm a firm believer that if you had say, A-rank STR and you had an NP or skill that ranked it up, it wouldn't go to EX, since we have some proof that it doesn't work like that.
no clue about skills though, I'm inclined to belive ME EX is usually just ME that works differently from the normal ME, so it hits EX for not being on the scale.

Skills have been ranked up from A to EX more than once.

ME EX is so crazy that it almost seems sane at first, but is actually just super crazy. Rather than foaming at the mouth type crazy, its always closer to some dangerous mental illness where they'll lock you in a basement or worse. Their logic is completely broken, but the dangerous part about then is they can pass almost for sane, until the right time. Guda says they're the most dangerous ones though. Guda fears Raikou and Kiyohime when he doesn't fear anyone else.
