Armored Vault and liberate are so bad, you can restart twice (if you get them both times) and you would still draw even if you get a non-vault/liberate bounty on your third try.
Timeloss starting at the 3rd time you get vault/liberate in a row, which is a (2/8)^3 = 1/64 = 1.6% chance (1/8 if vault/liberate is the last stage, which is known from the bounty name)
So restarting would be better 98.4% of the time.
