Yeah, it is. Just like before Glimmer is overkill when you already kill an enemy, and gives you 0 extra damage when you actually DO need it.

Also, units like Dragons only MAYBE get SOME benefit against ranged units. On them Glimmer is AT BEST half of the time about as good as Moonbow.
