XI isn't one of the emulator friendly ones is the thing though. SNK had switched to the Atomiswave hardware for this one.

No because XI has no real emulator alternative to play.
The thing with KoFs from 94 to '03 is that they can all be played for free with great netcode in the fightcade, ggpos and superacades of old. I can't say what the chineses use to play 97, but i suspect its through emulation.

Games like XIII and XIV don't have emulators but they have competent netplay.
XI which is one of the KoFs universally considered good is stuck in the Atomiswave, which the MAME dudes refuse to touch or one reason or the other and the PS2, which don't have any kind of netplay.

If SNK were to simply release XI with "bad" netplay that version would instantly become the definitive version to buy just for the lack of options you have with that game

XIV has competent netplay, XIII definitely does not.
