Some planes have more HE armor while others have more AP armor. This is what testing reveals. You can shoot around ten or so AP bullets into the cockpit of a B-17 with a .303 turret gunner and get a kill but it takes 20 to do the same with HEI projectiles. There is variation across all different kinds of planes. This is a level of retardation only Gaijin could produce.
