Before the 3/4th Century, yeah. But by the 11th major Germanic empires (Merovingian, Carolingian, etc) had already risen and fallen and risen again. Francia and HRE/East Francia were bastions of thought after the decline in society after the Carolingian fell. In the 11th century it was definitely the Slavs that were the nigs.
