I think 1 is better personally because you can get two of it.

v-trigger 1 is better in nearly every way, it has too much utility and is 2 bar. I do like v-trigger 2 against characters like ken who mika can beat in the neutral though.

the thing about v-trigger 2 is that there are a lot of really good set-ups you can trainingboar but in an actual match, you're barely going to even be in the right situation to use them and it's 3 bars as well.
