You only got one slot for them on most political systems, second one being unlocked very late game. Also you got stronger laws as you progressed through the tech tree instead of current "stay in power long enough system". Only religious was really proper broken with that forced happiness law allowing you to do whatever. Also Cravers used to have rebellions, which meant you'd often get locked in a perpetual state of anarchy and uprisings flipping to pacifist and back, unless you switched to religious ASAP and locked that happiness law until the end of the game.
