Ah. My advice is to rush the ember dailies for a bit to get your level up and level up your servants, just make sure you take a high level guest with you each time to make sure you pull through. The exp from the dailies alone should give you a lot of overflow AP to work with that should last you a while.

You only get to the roof for 100% completion, unless they changed it from the last time. Ryougi becomes permanent on the 5th floor, I'm pretty damn sure because I just 100%'d on NA today.
