CS has pretty much always been based on the Master.
Rin and Tokiomi have the same general aesthetic.
Shirou and Kiritsugu get different CS for the same Servant. Ilya's main CS associated with Heracles looks similar to both of the Emiya's.
Same goes for the Kotomines. Risei's CS sleeve shares a same general feel as Kirei's CS.
Then you get into Extra where it pretty solidly is established as being based on the Master since Rin gets Cu with a different CS than Bazett, and of course other things like the clown having a clown CS or Hakuno having the same CS for three different Servants.
