IMO I'd say Chun-li (SFV), Xrd girls in general (except May) and Filia (Skullgirls)
Keep an eye on SCVI too, the girls generally have great hips but also with the character customization, in SCV the hips were customizable

you have to make them think that you are not going to jump. You have to condition them to a ground game first, then when you feel they are gonna press a slower poke, jump on them. Like when I was trying out menat when she came out, i would press standing hard punch, then eat like 50% life because I was playing like a scrub and also didnt know the character.

The thing is you have to jump when the opponent doesn't expect it. Otherwise you'll obviously get anti-aired.
