This was reinforced in the original japanese version of Botw. In Japanese Zelda says Ganon refuses to give up reincarnation, while the english says the opposite, causing people to falsely believe that Ganon was killed forever in Botw.

Only 2 games have followed after WW, and neither had Ganon in them. So far the king is winning this.
