It's just a recolor. Extending her stockings would require more effort since you can't just make them a straight line and call it a day. It would look off.

As someone who actually tried to recolor her sprites (for a different reason), I can tell that there was more work done than simply replacing colors in her palette. Obviously not enough to make it look like something more than a recolor, but still more than just that.
