Some Emperors would even claim to be decendant from of recarnation of a diety. For instant the Tang Emperor claimed decendant from Laozi who at this time was alsi viewed as the personification of the Dao. And Song Emperor Huisong views himself as the recarnation of a diety.

Not all emperors where seen as Gods. But they were divine non the less. Also the Japanese emperor was not seen as a God before the Imperial Cult under Imperial Japan.
