Non tempered investigations are completely random. Tempered investigations are completely random within the same threat level. It feels bogus, but at the same time it does help with variety a bit. I've run Vaal so many times I've gotten both gold crowns for him. I'll fight 20 Kushes before I'll fight another Vaal by choice.
